CBCNECI, ABC+ and ATHENAS sign MoU on rail, logistics and tourism cooperation

The Brazil–China New Era Chamber of Commerce and Innovation — CBCNECI, Academia Brasil China — ABC+ and ATHENAS celebrated the signing of a Memorandum of Understanding during the Moon Festival held on September 23, 2026, in Rio de Janeiro. The gathering brought together more than one hundred Brazilian and Chinese guests for a program of culture, friendship and cooperation.

The memorandum establishes an initial framework to organize, analyze and present proposals for railway, logistics and tourism development in Minas Gerais and integration with the State of Rio de Janeiro to potential Chinese partners. The initiative seeks to connect technical knowledge, institutional coordination and opportunities for business cooperation.

The proposed areas include assessing railway rehabilitation in southern Minas Gerais, connections with Barra Mansa and Angra dos Reis, and proposed links from Belo Horizonte to the ports of Angra dos Reis and Açu. Technology exchange, freight-flow studies and opportunities for passenger transport, tourism and regional development are also covered.

CBCNECI intends to help identify and connect with Chinese companies, investors and institutions interested in these proposals. Its participation may also include institutional presentations, business agendas, meetings, missions and technical visits, in coordination with ABC+ and ATHENAS.

ATHENAS will contribute to organizing the available studies and facilitating technical dialogue. ABC+ will support Brazil–China institutional connections, including contacts with companies, universities and research centers and the preparation of bilingual presentations.

The proposals remain at a preliminary stage. Progress will depend on the assessment of studies, regulatory conditions and partner interest, with separate agreements for future activities and commitments.

The signing gave the cultural gathering a prospect of continued cooperation: turning institutional dialogue into pathways to study projects and build new Brazil–China cooperation opportunities.
